Title 24 Testing and Verification

The California Energy Commission is required by Public Resources Code Section 25942 to establish regulations for a Home Energy Rating System (HERS) Program to certify home energy rating services in California. The goal of the program is to provide reliable information to differentiate the energy efficiency levels among California homes and to guide investment in cost-effective home energy efficiency measures.

The California HERS Program includes field verification and diagnostic testing available through Commission-certified providers and their raters when duct efficiency, thermostatic expansion valves (TXV's), refrigerant charge and airflow measurement, and building envelope sealing measures are used for complying with the new 2001 building efficiency standards (effective June 1, 2001), the 2005 Standards (effective October 1, 2005), and the 2008 Standards (effective March 1, 2009).

Phase I regulations establishing field verifications and diagnostic testing services administered by HERS providers became effective on June 17, 1999. The California Certified Energy Rating & Testing Services (CalCERTS) and the California Home Energy Efficiency Rating System (CHEERS) have been approved by the Commission as HERS providers to oversee HERS raters providing Title 24 field verification and diagnostic testing.

Approved HERS raters conduct the field verification diagnostic testing and inspections, and provide Certificate of Field Verification and Diagnostic Testing (CF-4R) forms or notification that corrective actions are needed. HERS rater must be independent of both the builder and the sub-contractor who performed the work being field verified, and can have no financial interest in making corrections to the work. As special inspectors, HERS raters can not be employed by sub-contractors or parties, other than the builder, whose work they are evaluating.

CHEERS (California Home Energy Efficiency Rating System) has been approved by the Energy Commission as a HERS Provider. 

Alan McIntosh is a CHEERS Certified New Construction Rater and a Member of RESNET. This certification allows Alan to perform verifications for new homes. This classification level pertains to two specific areas within the new home market. The first, are homes that need verification for Title-24 compliance. The second, are homes needing EPA Energy Star verifications.

This Service is specifically directed toward New Residential compliance with the California Residential Energy Standards.
